H. Brinton Milward
Director, School of Government and Public Policy, College of Social and Behavioral Sciences

Providence Service Corporation Chair in Public Management

This talk addresses two questions. First, how have the wars of globalization created a different threat environment for the United States and its allies? Second, how are these threats like the Islamic State, Al Qaeda and transnational criminal networks organized and why are they so resilient?
